On October 31, the 2025 Qingdao International Talent Innovation and Entrepreneurship Week, together with the 25th China Qingdao Blue Economy International Talent & Industry-Academia-Research Cooperation Fair (referred to as the "Blue Fair"), grandly kicked off in Qingdao West Coast New Area. Adhering to the theme "Gather Talents and Strengths to Create a Winning Future," this grand event attracted over 640 Chinese and foreign guests, bringing together high-level experts, senior talents, and industrial representatives from home and abroad. As a key force in talent introduction and cultivation in Qingdao, Qingdao Binhai University actively participated and deeply integrated into the overall talent development strategy of the province and city. With an open and cooperative attitude, it demonstrated the university’s mission and responsibility in talent recruitment and cultivation, international cooperation, and supporting local development.

During the signing session of the "All-Chain Collaborative Cultivation of Overseas Returnees in Qingdao" (under the concept of "Embracing Talents from All Over the World"), Qingdao Binhai University reached an important cooperation intention with Belgorod State Technological University of Russia. Han Xiaomeng, Executive Vice President of the university, attended the signing ceremony. Together with Qingdao Yangzi International Economic and Technological Cooperation Co., Ltd. and ZF Commercial Vehicle Systems (Qingdao) Co., Ltd., the two universities jointly established a cross-regional and cross-field collaborative talent training mechanism. This cooperation not only deepens the university’s international education strategy but also serves as a practical measure to respond to the "Belt and Road" Initiative and promote the integration of education and science and technology between China and Russia. Through multi-party linkage among universities, enterprises, and research institutions, the university will promote joint talent training, resource sharing, and achievement transformation, injecting new momentum into Qingdao’s efforts to build an "international talent highland" and a "pioneer city of modern industries.”

At the certificate awarding ceremony of "Qingdao Talent Introduction Promotion Ambassadors," Bai Helin (a foreign teacher from Qingdao Binhai University), Cui Youna, and Nishikori Seiryu (international students studying at the university) jointly received this honor. As one of the representatives of the "Qingdao Attraction" International Talent Sharing Session, Teacher Bai Helin shared his work and life experience in Qingdao, conveying the open and inclusive urban warmth of the city. Cui Youna and Nishikori Seiryu, as models of international students in China, demonstrated the university’s remarkable achievements in international talent training and cultural integration. During the promotion and exchange meeting of the "All-Chain Collaborative Cultivation of Overseas Returnees in Qingdao," the international "circle of friends" of Qingdao Binhai University became a highlight of the event. Only three foreign universities were invited to give promotions in this session, among which two—Belgorod State Technological University of Russia and Mahanakorn University of Technology—were successfully invited and recommended by Qingdao Binhai University. The ability to invite well-known foreign universities to participate in the event in Qingdao within a short period of time highlights the strength of the university’s international cooperation network in resource aggregation and demonstrates the effectiveness of the university’s long-term adherence to the concept of "opening up education to invigorate and strengthen the university."

It is understood that over the 33 years since its establishment, Qingdao Binhai University has successively carried out programs such as teacher-student exchanges and cooperative education with more than 140 universities and scientific research institutions in 40 countries including Russia, the United States, South Korea, and Japan, as well as in Taiwan, China. Its participation in this year’s "Blue Fair" is a concrete action to implement the talent work arrangements of the provincial and municipal Party committees, and an important practice to promote the coordinated development of the "trinity" of education, science and technology, and talents.
In the future, Qingdao Binhai University will continue to uphold its school-running philosophy of "opening-up and integration, serving the local community". Relying on high-end platforms such as the "Blue Fair", it will continuously introduce high-level overseas talents, strengthen industry-academia-research collaborative innovation, and make active efforts and contribute to building Qingdao into a talent agglomeration area and a source of innovation and entrepreneurship with global influence.
