2025 Shandong Provincial Training Program for International Student Administration Cadres Held at Our University

From November 6 to 8, the 2025 Shandong Provincial Training Program for International Student Administration Cadres was held at the International Academic Exchange Center of Qingdao Binhai University. Guided by the Shandong Provincial Department of Education, sponsored by the Shandong Education International Exchange Association, and undertaken by Qingdao Binhai University, the training gathered leaders and representatives from relevant national and provincial associations and institutions, experts from various domestic universities who delivered thematic reports and case studies, as well as 188 representatives of international student administration cadres from 94 universities across Shandong Province.

The training adopted diverse forms including expert keynote reports, excellent case sharing, visits to Sino-foreign youth social practice bases, and special exchange meetings between Chinese and South Korean universities, aiming to build a communication platform for "learning policies, solving problems, and promoting collaboration."

The training emphasized strategic guidance. Hu Zhiping, Chairman of the Chinese Culture International Communication Professional Committee of the China Private Education Association, focused on the theme "Cultivating International Talents to Serve National Strategies and Support the Construction of an Educational Power." He systematically reviewed the development history of international student education in China, profoundly elaborated on the core objectives of the country in accepting and cultivating international students, and the important significance of international student work in serving national strategies. Gui Li, Deputy Director of the International Exchange and Cooperation Department of the Shandong Provincial Department of Education, combined the actual situation of international student education and teaching in Shandong universities, conducted an in-depth analysis of the key difficulties in current work, and proposed clear improvement directions. Wang Jing, Deputy Director of the International Student Management Department of the China Scholarship Council, centered on the theme "Thoroughly Implement the Outline for Building an Educational Power and Promote the High-Quality Development of International Student Programs," providing an in-depth interpretation of the outline from the strategic height of building an educational power. Luan Fengchi, Deputy Secretary-General of the Shandong Education International Exchange Association, focused on "Exploring Paths for the High-Quality Development of International Student Education," systematically interpreting the core requirements of international student quality certification.

The training highlighted the exploration of practical work. He Pei, Director of the Cross-Border Education Quality Assurance Department of the China Education Association for International Exchange, took "Promoting the Construction of a High-Level Quality Assurance System for International Students" as the theme, reaffirming the importance of a high-level quality assurance system for the cause of international student education and presenting implementable and replicable action plans. Wen Guangrui, Professor of Xi'an Jiaotong University, focused on the theme "Convergent Management of Chinese and International Students and the Construction of an Institutional System for International Student Education," profoundly explaining the core value of convergent management of Chinese and international students. Ma Xiaolei, Director of the International Student Office of Beijing Language and Culture University, combined his rich practical experience to share practical insights on "Emergency and Public Opinion Management of International Students in Universities." Song Wei, Director of the International Education Center of Donghua University, centered on the theme "International Student Recruitment Under the New Situation," conducting a comprehensive and in-depth interpretation of recruitment work. Yao Ximing, Distinguished Professor of Harbin Engineering University, shared "Exploring Paths for China's National Conditions Education for International Students in the New Era," explaining how to systematically and effectively carry out national conditions education for international students.

The training also specially invited representatives from three universities that have achieved remarkable results in the construction of China's national conditions education courses and Sino-foreign youth social practice bases to share practical achievements and innovative approaches. In the parallel sessions, participants jointly discussed the application and construction of excellent courses on "Understanding China" for international students and Sino-foreign youth social practice activity bases. In addition, participants and international student representatives visited the Sino-foreign youth social practice activity base and participated in practical activities such as special exchange meetings between Chinese and South Korean universities.

Participants stated that the wonderful reports by senior experts brought ideological expansion and cutting-edge inspiration to international student administration workers in Shandong universities, and the sharing of excellent cases provided rich practical guidance. This training will surely have a positive effect on strengthening the capacity building of the international student administration cadre team in Shandong Province and improving the level of international student education management in the province. The communication bridge built by the training is of even greater significance. In future work, everyone will deepen exchanges, join hands to build a new era international student education governance system compatible with high-level opening-up of education, and polish the "Study in China" brand.
