On April 9, the "Qingdao West Coast New Area Autism Care and Promotion Action" launch ceremony, themed "Technology and Love, Building a Bridge to the Stars," was successfully held at the Runsheng Hotel conference hall. During the event, the "Qingdao West Coast New Area Special Children Resource Center" was officially inaugurated. The center aims to establish a comprehensive support system for the entire life cycle of children with autism, improve their quality of life, and provide more comprehensive and precise care and assistance to their families.
The ceremony was chaired by Xue Shan, Member of the Party Leadership Group of the District Government and Deputy District Mayor.
Attendees included Zhang Yan, Party Secretary and Director of the Qingdao Disabled Persons' Federation; Song Jianwen, President of the Huangdao District Charity Federation; Liu Luying, Member of the Working Committee and Minister of the Organization Department; Sun Bo, Member of the Party Leadership Group and Vice Chairman of the District Political Consultative Conference; Sun Qiang, Vice President of the Charity Federation of Qingdao Economic and Technological Development Zone; and Du Xicai, Party Secretary and Director of the District Disabled Persons' Federation. Leaders from the District Disabled Persons' Federation, District Education and Sports Bureau, District Civil Affairs Bureau, District Finance Bureau, District Health Bureau, District Medical Insurance Bureau, District Federation of Trade Unions, District Youth League Committee, and District Women's Federation also attended.
In his speech, Liu Luying emphasized that the New Area has always focused on the holistic development of children with autism. In recent years, the government has continuously strengthened early screening, rehabilitation assistance, and educational support. Since 2024 alone, over 10 million RMB has been invested to help an increasing number of children with autism regain hope. Liu pointed out that caring for individuals with autism is a long-term social commitment, calling on all sectors of society to take responsibility, contribute love, optimize resource allocation, and improve protection mechanisms to ensure that the care action plan for autistic children is effectively implemented.
During the ceremony, Du Xicai and Han Xiaomeng, Executive Vice President of Qingdao Binhai University, jointly unveiled the "Qingdao West Coast New Area Special Children Resource Center". Based on the Special Education Center of Qingdao Binhai University, this high-standard rehabilitation center integrates special education intervention, lifelong service support, special education teacher training, and academic exchange and cooperation.
Qingdao Binhai University also launched the "Assessment System for Learning Adaptation of School-Age Students with Intellectual Disabilities", introduced by Chen Junyan, Director of the Special Education Center. This system, covering the entire rehabilitation process of children with autism, will provide scientific support for educational assessment and intervention, facilitating the shift from "experience-driven" to "data-driven" special education for both school-age and older students.
The inauguration of the center and the launch of the assessment system mark a significant enhancement in Qingdao Binhai University's role in public welfare services. It will actively contribute to standardizing rehabilitation techniques, fostering educational rehabilitation talents, promoting the comprehensive development of children with autism, and boosting rehabilitation services in the New Area.
The event attracted over 150 families with autistic children. After the ceremony, participants visited the Special Education Center of Qingdao Binhai University, where they experienced VR social training cabins and sensory integration interactive devices in the rehabilitation teaching aids experience area. Chen Junyan explained that these smart devices simulate real social scenarios, helping children with autism enhance their emotional recognition and communication skills. The application of technological methods has significantly improved rehabilitation efficiency, raising the course completion rate from 68% to 85%.
Established in 2019, the Special Education Center of Qingdao Binhai University consists of the Family Support Center (Spring Rain Rehabilitation Guidance Center for Disabled Children in Qingdao West Coast New Area), the Integration Center (Second Affiliated Kindergarten of Qingdao Binhai University), and the Elderly Support Center (Shanyu Hall). As a designated rehabilitation site for the Municipal Disabled Persons' Federation, the center provides professional educational and rehabilitation services to children and adolescents with autism, developmental delays, intellectual disabilities, ADHD, and learning difficulties. With 150 trainees, the center follows the core concept of "Learning through Life, Growing through Interaction", integrating medical and educational approaches to build a "young age - school age - older age" full life-cycle integration system.
As a member of the China Association of Rehabilitation of Disabled Persons, the center is also a training partner for Autism Practical Operation Certification and provides guidance to multiple rehabilitation institutions across the province and beyond.
